Effective consultation is an ongoing, two-way process where participants provide inputs and receive feedback. In order to be useful for negotiations, the consultations will need to proceed as much as possible by sector, mode of supply and, for the formulation of negotiating requests, export market. To help with this process, the International Trade Centre UNCTAD/WTO has published a “GATS Consultation Kit”, which can be found online at www.intracen.org.
