WTO specialized course "Negotiating Trade Agreements: from Theory to Practice"

A two-week WTO specialized course entitled "Negotiating Trade Agreements: from Theory to Practice" took place from 16 to 27 June 2003 in Geneva. Twenty-four government officials from developing countries, least-developed countries and economies in transition had the opportunity to strengthen their negotiating skills and knowledge.

This second-of-its-kind course was organized by the WTO Institute for Training and Technical Cooperation (ITTC) in cooperation with the Graduate Institute of International Studies (GIIS-Geneva).

This initiative falls under the mandate of the ITTC to provide developing countries with enhanced negotiating skills development and training opportunities. The main objective of this course is to give the participants basic factual and analytical tools to handle negotiation processes, in particular within the context of the ongoing negotiations held in the context of the "Doha Development Agenda". It is expected that these negotiating skills will prove to be very useful to help the beneficiaries participate actively in the next Session of the Ministerial Conference to be held at Cancun in September 2003.

Leading scholars actively participated to this activity. In order for the participants to put into practice the knowledge acquired during the first week, the second week was entirely devoted to a negotiation simulation. This course constitutes a contribution to an enhanced cooperation between the WTO ITTC and the academic community.

The data collected during the simulation exercise will serve as a useful basis for further research activities in the area of negotiation.

This training course constitutes an integral part of the 2003 programme of the Institute for Training and Technical Cooperation.
