SUBJECT: INTERNATIONAL DAIRY ARRANGEMENT -

COMMITTEE OF THE PROTOCOL REGARDING MILK FAT

COMMITTEE OF THE PROTOCOL REGARDING CERTAIN MILK POWDERS

1. THE COMMITTEE OF THE PROTOCOL REGARDING MILK FAT AND THE COMMITTEE OF THE PROTOCOL REGARDING CERTAIN MILK POWDERS WILL HOLD A SPECIAL MEETING ON TUESDAY, 10 JULY 1990. THE MEETING WILL BE HELD AT THE CENTRE WILLIAM RAPPARD AND WILL START AT 2.30 P.M. PARTICIPATION IN THE MEETING IS LIMITED TO MEMBERS OF THE ARRANGEMENT.

2. A REQUEST (COPY ENCLOSED) HAS BEEN MADE TO THE CHAIRMAN OF THE PROTOC0L COMMITTEES TO CONVENE A SPECIAL MEETING OF THE COMMITTEE OF THE PROTOCOL REGARDING MILK FAT AND THE COMMITTEE OF THE PROTOCOL REGARDING CERTAIN MILK POWDERS. THE CHAIRMAN HAS ACCORDINGLY, IN CONFORMITY WITH RULE 17 OF THE RULES OF PROCEDURE, DECIDED TO CONVENE A MEETING AS REQUESTED. THE SPECIFIC PURPOSE OF THE MEETING IS TO CONSIDER A NOTIFICATION BY THE EUROPEAN COMMUNITIES THAT CERTAIN PARTICIPANTS AS WELL AS CERTAIN COUNTRIES NOT BOUND BY THE PROTOCOLS WERE APPLYING EXPORT PRICES BELOW THE AGREED GATT MINIMUM EXPORT PRICES.

3. PARTICIPANTS ARE INVITED TO INFORM ME AS SOON AS POSSIBLE OF THE NAMES OF THEIR REPRESENTATIVES.

Subject: Request for the convening of a special meeting of the Committees

of the Protocols

At the latest joint meeting of the Committees of the Protocols of the International Dairy Arrangement, held on 18 June 1990, it was found that certain participants as well as certain countries not bound by the Protocols were applying export prices below the agreed minimum prices.

These practices are continuing despite the appeal addressed to those countries by the Committees of the Protocols at the above-mentioned meeting. The Community considers that its trade interests are being seriously threatened by these practices and therefore requests you, in your capacity as Chairman of the Committees of the Protocols concerned, urgently to convene a special meeting of the Committees, in conformity with Article IV:6 of the International Dairy Arrangement and Articles 8 of the Protocol Regarding Milk Fat and of the Protocol Regarding Certain Milk Powders.
